The five copies in the kit split between federal and state/local duty. Copy A is the red-scannable employer copy that goes to the IRS. Copy B is the employee’s federal copy and Copy C is their file copy, both handed or mailed to the recipient. Copy 1 is the employer’s state, city, or local copy, kept for that agency’s records, and Copy 2 is the matching employee copy for the same jurisdiction. Between them, the set covers federal filing and one layer of state or local reporting in a single purchase.

Print each copy as its own batch, then separate the stack and collate it by recipient before sealing anything. Mail the federal copies to the IRS as a batch, and use the included moisture seal envelopes for each recipient’s mailed copy — run the flap over a moistener or a damp sponge to close it, since this is a traditional gummed seal rather than a self-adhesive one.
